PD Meeting June 8th: New SOPs

  • Colt went over the changes to the PD Mission Statement
  • He expressed that the cop's priority should be interactions over arrests
  • Colt displayed "The Bible"
  • The Bible would act as a quick reference guide and cheat sheet
  • Everything written in The Bible is the truth, no matter what it says elsewhere in the SOPs
  • Rank explanations were further organized and described in the SOPs
  • Colt went over the expectations for each rank
  • Colt explained the expectations for promotions as well and that nepotism will not get people promotions
  • Colt explained that all NCOs and above have the ability to give Shots
  • Shots can be strikes or monetary penalties
  • 3 shots mean a 24 hour suspension
  • Shots expire 30 days after they are given
  • LOA notice must be given
  • Load-out equipment expectations were clarified in the SOPs
  • Everyone is expected to pull their weight and have all the necessary equipment to do their jobs properly
  • ALL PD equipment MUST be stored when going off-duty, no exceptions
  • Spike boxes can only be put down when in an active chase, not placed to use later
  • GPS trackers and guns are no longer allowed to be shot onto A Class vehicles in chases
    • They can still be used on boats and aircrafts and for CID purposes once those SOPs are officially written up
  • Rifles should not be carried 24/7, they should remain in lockboxes until needed
  • Colt gave a breakdown of the new PD vehicles and specified which are Interceptors
  • Officers are required to maintain their vehicles throughout the day
    • No showing up to scenes with half the doors missing

  • Officers must try to have a conversation to de-escalate, not just shout at them to stop shooting

  • If suspects try to take medicals, identify if they are taking allies and warn that if they are not, they may be met with lethal force
    • Officers should operate on good-faith belief, if suspects are taking a person
  • If aggression is one-sided, officers can open fire on the aggressors after warnings
  • Colt went over the 10-13A policies
  • 13-A should not be called when there is no immediate threat or in SBS situations
  • 13-A should only be called if the situation absolutely needs it
  • Officers should first determine if the 13-A is legitimate and not roll in hot immediately
  • For chases, PD should determine if the chase is worth it
  • Only 1 pursuit vehicle OR 2 moto are allowed per chase, Air-1 is permitted with either
  • Colt went over pursuit expectations and emphasized the importance of having clear comms throughout
  • There is no limit on the speed spikes can be used at, they should be used when it is smart and safe to do so
  • When processing vehicles, tow drivers should always be called first
  • Galdor is the only primary tow driver left because PD has not been calling for tows
  • PD must wait 5 minutes to impound

  • Officers should identify shooters with 100% certainty
  • Once shooters are identified, they must be warned that continuing to shoot will be met with lethal force
  • For air chases, ATC can give clearance for aircrafts to be shot down
  • ATC guidelines will be made clear to operators
  • PD and Air-1 should contact ATC when unidentified aircrafts are spotted
  • Air-1 SOPs were updated to include ATC
  • For boat chases, PD should follow basic use of force protocols
  • Cayo Perico is off-limits for arrests and its borders are marked by the storms
  • Standards were added for lawyer interactions
  • PD should always act in good faith with lawyers
  • Expectations were set for lawyers as well, such as conduct codes
  • Lawyers are not permitted to speak with any clients they were not called to represent
  • If a lawyer is seen as a risk, they can be temporarily detained in the area
    • This does not mean detained in cuffs or in a cell
  • If officers expel a lawyer from the cells, they must make every attempt to try to find suspects a new lawyer
  • Officers cannot search lawyer's phones, but they can hold them if it is to prevent an information leak
  • Colt went over the Prison Transport updated guidelines
  • Solo suspects must have over 500+ months or a Court Charge
  • Multiple suspects must have 300+ months each
  • Transports must remain at 55 MPH
  • 18+ cops must be on-duty
  • Colt made it clear that saying "Break" on the radio must only be used in extremely serious situations
  • Additionally, no small-talk on radio in active situations
  • For officers who have meetings in huddles at Mission Row, one must be the designated "radio-bitch" and must be listening
  • If any officers are in PD cars, their radio MUST be on
  • Colt re-organized the SOPs for Robberies to make them clearer
  • Knox explained the reorganized call-priority list
  • Warrants and 911 calls were moved higher on the list and business robberies were added to the list
  • Police response for 13-B is intentionally lowered
  • Processing procedures were made much clearer

  • If suspects plan to fight charges, they should be brought directly to the Courthouse for a Probable Cause (PC) hearing
  • Arresting officers MUST know the charges they plan to pursue when they are placing suspects under arrest
  • If an officer joins a scene late and does not know the context, they should detain the suspect until they get clarification from the scene lead on what they should be charged with. If there is no clarification given, they should release the suspect
    • They must use EVERY means they can to find out the reason for the arrest before letting a suspect go
  • Colt and Knox went over Exigent Circumstances
  • If officers believe evidence is being destroyed, they do not need a warrant to enter a building
  • If lives are in danger, a warrant is not needed
  • Properties of warrant holders with 200+ months and a violent felony can be searched for the individuals themselves, not for searching storages and such
  • The Plain-View Doctrine dictates that if officers see something in plain view or a public setting, they can do further searches for items relating to the crime
    • For an example, if officers see a meth operation when looking for an individual, they can search for other items related to the meth operation
  • Officers can follow individuals in hot-pursuit into buildings
  • Raids must be approved by judges and properties can be locked down prior to the raid
  • Officers must follow a specific checklist of criteria to lockdown a building
  • There must be VERY clear articulation of why a raid is needed
  • The policies for DNA have changed
  • If officers notice a pattern of violent felonies from an individual, they can request the DOJ to allow their DNA to be taken
